TCEQ EMISSION INVENTORY (EI) REPORTING DEADLINE

As part of national and state efforts to protect human health and the environment, federal and state laws require the State of Texas to develop an annual emissions inventory (EI) of the air pollutants emitted by facilities in the state. In order to do this, certain facilities are required to calculate and submit an EI to the Texas Emission on Environmental Quality (TCEQ) on the March 31st of the calendar year immediately after the reporting year.

The TCEQ requires the facilities that meet the requirements listed in 30 TAC §101.10(a) to prepare and submit an EI that represents actual emissions of Nitrogen Oxides (NOx), Carbon Monoxide (CO), Volatile Organic Compounds (VOC), Sulfur Dioxide (SO2), Lead (Pb), Particulate Matter (PM, PM10 and PM2.5), any other contaminants subjected to National Ambient Air Quality Standards (NAAQS), all Hazardous Air Pollutants (HAPs) and any other contaminant requested by the TCEQ.

To facilitate the collection of data in a standard format, the TCEQ has developed the State of Texas Environmental Electronic Reporting System (STEERS)-Air Emissions Inventory Reporting (AEIR). The TCEQ requires annual and initial emissions inventories to be submitted online through its STEERS-AEIR Web-EI system, either by interactive Web entry or text-file upload. Facilities that meet the reporting requirements of 30 TAC §101.10 are required to submit the EIs through the STEERS-AEIR Web-EI System.

NOTE – Beginning with the 2015 reporting year, the STEERS-AEIR Web-EI System is the required reporting method for all EIs. Another important topic to consider during the reporting season is to make sure that there is a consistency across all the platforms of reporting. For example – The EIs emissions reported should match with the Toxic Release Inventory (TRI) emissions that will be reported later in the year.
