The Hidalgo County Metropolitan Planning Organization retained Raba-Kistner as a part of an overall team to develop a preliminary study of rail transportation issues within the county. The intent was to determine the needs for improving rail/roadway traffic flow and evaluate alternatives for intersection improvements, overpass construction and possible relocation of rail lines.
