Environmental permitting, licensing and compliance service
is required in an ever-increasing number of public and private
sectors. Our in-depth understanding of local, state, EPA,
FERC and related federal requirements, allows us to guide
clients through the regulatory process. Raba-Kistner’s
engineers prepare plans for applications from surface and
ground water protection to site development and operations.
Our services also cover wetlands and endangered species, wildlife,
fisheries, recreation and land use/management planning, and archaeological
programs. We have conducted siting, licensing, and permitting for
small and large solid/hazardous waste facilities, and expedited
landmark emergency response action plans. Our team of engineers
and scientists will represent clients at public hearings and meetings,
and as needed, explain and defend the permit application’s
technical aspects.
Asbestos Surveys, Plans and Abatement
Monitoring, O&M Programs
Raba-Kistner’s team of engineers, certified inspectors, and
technicians address many asbestos health hazards and related legal
issues. Clients include school districts, building owners, architectural/engineering
firms, development contractors, lending and insurance institutions,
and various public agencies.
Our management services typically begin with pre-abatement consulting,
sampling, and analysis. If asbestos containing materials are recommended
for removal, monitoring of abatement operations, sampling, and analysis
follow. Post-abatement consulting and reporting services confirm
compliance with abatement plans and specifications, and applicable
EPA and OSHA guidelines and regulations. In cases where minimal
asbestos containing materials exist and can be controlled, Raba-Kistner
designs and assists implementation of an operations and maintenance
(O&M) program. The program is monitored by periodic inspections,
and our reports make recommendations for future asbestos control.
Environmental Site Assessments
Environmental Site Assessments (ESAs) are typically conducted prior
to property transfer or financing. Our engineers are experienced
in the design, implementation, and management of site investigations
and remedial technologies. Phase I ESAs include an investigation
and review of selected documents to establish the environmental
status of the site. If evidence of contamination is found, Phase
II services develop and implement limited sampling and analysis
of environmental media or wastes. More definitive investigations
are performed during Phase III ESAs. These answer our clients’ questions
as to the extent and level of contamination and estimate the
cost of remedial action.
