Whether a facility is scheduled for new construction, repair or restoration, clients rely on Raba-Kistner to oversee their project’s contract compliance. Contract administration by a technically competent, experienced facilities engineer or architect is requisite to construction efficiency and economy. We complete our client’s project team by establishing and executing appropriate, objective checkpoints to compare the work’s progress and quality with the contract’s schedule and construction requirements.

At the heart of every successful project is the ability to bring people and resources together to achieve a common goal. Prior to the start of construction, Raba-Kistner’s representative meets with the owner and his contractor, or their representatives. The pre-construction meeting establishes protocols for communication, required documentation, processes for submitting construction documents and applications for payment, and related procedures impacting the project’s contract administration.

During construction, our representative visits the site to observe the work and its conformance with the contract. Raba-Kistner’s site observations determine whether to accept, reject or modify the contractor’s periodic applications for payment. Our representative also examines conditions that are different from the contract documents. If change orders are required, we can assist the owner in negotiating the scope with the contractor and coordinate their execution with the owner. Raba-Kistner can review submittals due from the contractor, including as-built drawings, specified materials and equipment warranties. This documentation is assembled and presented as a project closeout item.

Comprehensive contract administration requires an in-depth understanding of facility design and construction specifications, applicable building standards and regulations. Clients also expect, and deserve systems in place or protocols for monitoring construction methods, change orders, defective materials, schedule changes, and acceptable payment processes. Complementing our contract administration, Raba-Kistner’s construction loan monitoring services are tailored to the level of a project’s complexity and the construction phase at which we enter. Raba-Kistner typically performs initial document review, escrow draw review, periodic site visits, and progress reporting. Costly delays, those that disrupt scheduled construction loan draws, are anticipated and minimized or avoided, and the interests of lenders, developers, state and local agencies are protected.
