KEVIN F. MILNER JOINS RABA KISTNER INFRASTRUCTURE AS ASSOCIATE ENGINEER (11/6/2014)
Dallas Russel Lenz, PE, Vice President and COO of Raba Kistner Infrastructure (RKI), has announced that Kevin F. Milner, PE has been hired to serve as Associate Engineer I. Mr. Milner was hired to assist in providing Independent Quality Assurance for Pegasus Link Constructors (PLC) and the Texas Department of Transportation (TxDOT) for the construction of the Dallas “Horseshoe” project, including construction inspection and material testing operations to ensure compliance with plans, drawings and specifications.
As a part of the Pegasus Link Constructor’s team on the Dallas “Horseshoe“ project, RKi is responsible for development of a Quality Management Plant (QMP) for the project, including Independent Design Quality Assurance, Independent Construction Quality Acceptance, and Environmental Compliance. The $800 million project is slated for completion in spring 2017, and will upgrade parts of Interstates 30 and 35E in downtown Dallas.
Mr. Milner has 15 years previous construction management and quality assurance experience on a wide variety of projects that include fast-track, industrial, heavy highway and municipal projects. Mr. Milner was originally hired by RKI in April 2010 on the I-15 CORE project as an Assistant Area Manager and served in Area 1 and Area 2 though project closeout and during his service, earned his PE.
Mr. Milner has a Bachelor of Science degree in Engineering from the University of Utah.
