Clark Prothero, PE, CMQOE

Clark has over 26 years experience in Construction Construction Quality Managment, Construction Management & Engineering positions. He currently manages our Infrastructure business development for large projects pursued outside of Texas. He is also responsible for overseeing these projects as they are secured, while managing the Utah Division. Overall, Clark is responsible for 70 plus employees, 3 material testing labs, and development of our proprietary documentation software ELVIS.

Ian Perez, PE

Ian is responsible for client relationship development, and scoping geotechnical engineering investigations and construction materials testing opportunities in the New Braunfels area. Once procured, he is responsible for developing the action plan for any field activities, coordinating with key personnel both within and outside of our organization, and ensuring that the scope is fulfilled to the clients’ satisfaction. Ian serves as the primary point of contact for clients in the I-35 corridor between San Antonio and Austin before, during and after projects.

Preston Parker, PE, PMP

Preston brings more than 20 years of experience in Construction Materials Engineering and Testing to Raba Kistner. He is responsible for overseeing Construction Materials Engineering and Testing projects in the San Antonio area. Preston has technical and managerial expertise in soils testing and inspection, foundation inspection, reinforcing steel placements, post-tensioning stressing inspection, structural steel inspection, asphalt pavements, and concrete plant and placement inspection. He performs engineering investigations and studies dealing with construction related issues.

Martha Oseguera, MBA

Martha provides financial, business and administrative support to the Company and Project Managers. She brings over fifteen years of experience in financial accounting in the Professional Service Industry. Martha has experience planning and directing treasury activities, financial forecasts, cash flow projections, formulation of budgets for project, overhead and capital expenditures as well as monitoring budget performance and revenues, recommendation of cost controls, and changes in billing multiplier rates to assure profitability of operations.

Eric Neuner, PE

Eric oversees the Geotechnical Engineering and Consulting projects for the San Antonio Engineering Unit. With more than 20 years of experience, he is responsible for scope development, financial management, and effectively allocating corporate resources for responsive client satisfaction. Eric has had the opportunity to provide geotechnical engineering services in the Midwest and in the San Antonio, Texas area. He has also been the geotechnical engineer and/or project manager on numerous new and rehabilitated pavement projects for the public and private sector.

Katrin Leonard, PE

Katrin is recognized for her commitment to meeting client objectives for prompt and practical facilities engineering solutions. As an Associate with Raba Kistner’s Rio Grande offices, she has assumed progressive responsibility in management, administration, and coordination of geotechnical and facilities services throughout South Texas, the Texas/ México border, and Northern México. On a day-to-day basis, Katrin provides project management in several areas of facilities engineering.

Tom Kolko, PE

Tom is a licensed Professional Engineer with extensive experience in Civil Engineering and Construction Project Management. With over 25 years of experience, Tom has a proven record of improving quality, safety, customer satisfaction, productivity, and profitability through automation and process improvement. He is skilled in identifying areas of strength and weakness and establishing / implementing policies and standards.

Rick Klar, PG

Rick has more than 25 years of diversified experience in geologic and hydrogeologic investigations and serves as the corporate discipline leader for geoscience services. He is responsible for implementing/overseeing site exploration and characterization activities in support of geologic/hydrogeologic investigations, geotechnical engineering, water resourcing planning, Edwards Aquifer protection, and environmental assessment objectives.

Endeson 'E.J.' Juanda, PE

Bringing over 18 years of experience, EJ serves as a cross-department Geotechnical Consultant for Raba Kistner, concentrating in the transportation arena, with an emphasis on state and federally-funded transportation projects and other horizontal construction projects. In addition, he also works as a Senior Geotechnical Engineer or Senior Project Manager on assigned transportation-related geotechnical engineering projects, providing review of project reports and working closely with clients to make sure budgets and schedules are met.

Andrew Hunt, PE, CFM

As Vice President, Andrew Hunt works alongside executives and community leaders from first imagination through construction completion of their facility projects. Whether moving a wall or building a campus, Andrew brings his high-energy passion and broad technical experience to leading teams through the planning, funding, design, and construction of clients’ projects. Andrew also leads our Strategic Asset Management service by providing tailored, strategic facility O&M advice. Andrew is a licensed Professional Civil Engineer, a Certified Facilities Manager, and a graduate of Texas A&M University.

Howard Holland, PE

Howard has more than 25 years of experience in the development, delivery, construction and maintenance of transportation projects with the Texas Department of Transportation. Additionally he has 14 years engineering experience in diverse areas of water resources with USDA and land development in private practice. Howard's extensive expertise includes managing the activities associated with transportation planning, operations, right-of-way, design, construction, inspection, maintenance, safety, environmental, emergency operations and administrative support functions.

Adam Hoebelheinrich

As Regional Vice President, Adam leverages his broad industry understanding in his responsibilities of overseeing Midwest operations. His general contracting experience combined with his Owner and A/E/C industry relations allow him to successfully deliver projects. Adam believes the core tenants of a successful project lie in understanding client goals, thorough planning, working with the A/E/C teammates, detailed budgeting, frequent site visits, and analyzing the lifecycle costs.
